REVIEW OF THE BRECON BEACONS NATIONAL PARK LOCAL DEVELOPMENT PLAN (2007-2022)

Having agreed its intention to do so, the Chair of the National Park Authority is set to seek the Welsh Ministers’ agreement to the 2018-2033 replacement local development plan being withdrawn.

If agreed by the Welsh Ministers, all work on the 2018-2033 Plan will stop, enabling work to start afresh on a replacement Local Development Plan, with the first step being to draft and consult widely upon a ‘Delivery Agreement’ explaining how to get involved with preparation of the replacement plan.

Until it is replaced, the Brecon Beacons Local Development Plan (2007-2022), which was adopted in 2013, will remain as part of the development plan in the National Park.

Addressing the meeting of the Authority, Catherine Mealing-Jones, the Authority’s Chief Executive noted:

“Since we started work on the replacement local development plan back in 2018, the world has really changed, we’ve got the new National Park Management Plan but so much else has changed out there in the environment and in the Park and we really do need something which is able to take us through the next few years in a very different way, in a way which matches the ambition of Dyfodol Y Bannau”.

Amongst contributions from Members of the Authority before agreeing the intention to withdraw the Plan, Cllr Gareth William Ratcliff (the Authority’s Vice Chairperson) said:

“I think it is critical we actually move this forward for the Parks and for the residents within the Parks as well….if we want to deliver affordable housing for our young people and allow our business to develop and change and looking at how they will be able to diversify in the future this is all going to be part of the LDP and I think it’s really important that we move this forward so that we can support our communities”.

On 17th December 2017, the Authority commenced the Review of its Local Development Plan

This review concluded that the Authority should produce a replacement Local Development Plan which is referred as Local Development Plan 2 or LDP2.

The current Local Development Plan remains in force and will do until such a time as Local Development Plan 2 is adopted.

How the Authority intends to produce the replacement plan is set out in our Delivery Agreement

The Local Development Plan (LDP) 2 is currently on pause as a result of the phosphate constraint. Following confirmation from Welsh Government the adopted Local Development Plan (2007-2022) remains in place and material.
